Rowledge Church of England Controlled Primary School is a welcoming, community-focused school where pupils achieve well and feel safe and cared for. Inspectors found the school meeting the expected standard across achievement, attendance and behaviour, curriculum and teaching, early years, inclusion, leadership and governance, and personal development and wellbeing, with safeguarding standards met. Published outcomes show most pupils reach the expected standard in reading, writing and mathematics by the end of key stage two, and reading and phonics are particular strengths. The school's inclusive ethos is a notable strength: pupils with SEND and disadvantaged pupils are identified early and generally receive suitable support, and pupils behave respectfully, attend well and benefit from a broad personal development and enrichment offer. Leaders know the school well and staff feel supported. However, several areas require further work. Disadvantaged pupils' combined outcomes in reading, writing and mathematics are below national averages, with notable gaps in reading and writing. Governors' quality assurance and monitoring of leaders needs to become more robust, early years staff do not consistently develop children's spoken language, and attendance for some pupils and groups remains a focus. The school also uses four alternative provisions, two of which are unregistered, though commissioning arrangements were judged appropriate.
