TEC Partnership is a large college group operating across East Riding of Yorkshire, Hull, Lincolnshire, North East Lincolnshire, and North Yorkshire. Overall, the provider is performing at the expected standard in most areas, with strengths in its strategic response to local skills needs, high-quality industry-standard facilities, and inclusive support for learners. However, safeguarding standards are not met, and leadership and governance require attention due to weaknesses in safeguarding oversight, record-keeping, and follow-up of learner absence, particularly at the 14-16 academy and Grimsby Institute. These weaknesses mean that not all learners are adequately protected from harm, and statutory duties are not fully met.

  • High-quality work experience and meaningful employer engagement for learners.
  • Inclusive college environment where most learners are supported to overcome barriers to learning.
  • Adult learning programmes are well-designed to meet employer needs and support learners with barriers.

  • Leaders have made effective improvements to support staff development and teaching practice.

Areas for Improvement

  • Safeguarding standards not met: leaders have not ensured an open and positive safeguarding culture.
  • Ineffective oversight of safeguarding record-keeping and follow-up of learner absence, especially at the 14-16 academy and Grimsby Institute.
  • Inconsistent involvement of employers and stakeholders in curriculum design across all campuses.
  • Inconsistent identification of apprentices' support needs beyond SEND.
  • Leadership and governance require attention: actions have not led to consistent improvement in achievement, retention, or attendance.
  • Too many learners do not attend lessons routinely, particularly in English and mathematics.
  • Proportion of level 3 learners who remain on their programme is too low.
  • Learners make slow progress in English and mathematics, and the proportion improving grades is declining.
  • Apprenticeship achievement rates are low and have declined over the past two years.
  • Too many adult learners on non-work-focused courses do not progress to employment or further training.
  • Learners have a limited understanding of the risks posed by radicalisation and extremism.
