This emergency inspection was commissioned by the DfE following concerns about safeguarding, curriculum and leadership at VTC Independent School, a small independent school for pupils aged 13 to 18, all of whom have education, health and care plans, mostly relating to social, emotional and mental health needs, and many of whom have spent significant time out of education. The school does not meet all of the independent school standards checked, with significant weaknesses identified in leadership and management, safeguarding, health and safety, curriculum breadth, and record-keeping. There has been considerable turbulence in leadership in recent years, and current leaders do not demonstrate a secure understanding of the standards or the knowledge needed to meet them consistently. Despite these serious weaknesses, there are notable strengths in the school's work with the pupils who do attend. Pupils build positive relationships with staff, make progress from their starting points, and sixth-form students often gain impressive qualifications and secure employment. Personal, social, health and economic education is appropriate, and the school's work to develop pupils' character and respect for others is effective. The fire safety order requirements are met securely, the sixth-form facilities are of high quality, and the premises are maintained to a suitable standard. However, very poor attendance across the school remains a critical issue that leaders have only recently begun to address, and the school's response to this lacks urgency. Key concerns include the lack of an admissions register, the absence of an accessibility plan, gaps in the single central record and safer recruitment processes, a narrow curriculum that does not include physical and creative education, health and safety policies that are not fit for purpose and not followed in practice, insufficient risk assessments for specific pupils, and a lack of understanding of requirements for recording use of force and seclusion incidents. The school's work to promote understanding of other cultures is ad hoc and not deliberately planned. Leaders have produced many policies that do not relate to the school or are not followed, and important information required to be published is missing from the website.
