IncludEd Learning is an independent special school for pupils with social, emotional and behavioural difficulties, many of whom have EHC plans and are at risk of permanent exclusion from mainstream schools. This was a material change inspection, the first since December 2024, into the school’s proposal to increase capacity from 16 to 25 pupils and extend its age range from 11–16 to 11–18. Inspectors concluded that the school is likely to meet the relevant independent school standards if the proposed changes are implemented. The proprietor and leaders demonstrate secure knowledge of the independent school standards and have planned the expansion carefully, including staffing, safeguarding, curriculum and post-16 provision. Safeguarding, health and safety, fire safety, risk assessment, recruitment checks and premises are all found to be suitable, and the school’s systems are generally well established. Curriculum and assessment arrangements have been adapted for the wider age range, with clear progression, enrichment and vocational routes intended to prepare older students for further education, employment or training. There are no significant areas of concern identified in this material change inspection. Some elements are necessarily dependent on planned recruitment and on leaders’ intentions being implemented well, including additional staffing, further development of recording systems and continued strengthening of monitoring and evaluation. Overall, the report gives confidence that the school can manage the proposed expansion safely and effectively.
