Hall Cliffe Primary School is an independent special school for pupils with autism, social, emotional and mental health needs, and speech, language and communication needs. All 34 pupils have education, health and care plans, and places are commissioned by local authorities. Inspectors found that safeguarding standards and all independent school standards are met. Inclusion is a notable strength: leaders identify pupils’ needs quickly, draw on on-site clinical and therapeutic expertise, and provide personalised support that helps pupils settle, attend more regularly and work towards their EHC plan targets. Performance is generally at the expected standard. Pupils make quick progress in reading and phonics from often very low starting points, attendance improves after joining the school, and most pupils behave well. The curriculum is ambitious and adapted to pupils’ needs, and staff feel well supported under the Witherslack Group’s governance. The school has, however, experienced significant leadership and staffing changes, including a new headteacher, which leaders have worked to mitigate. Concerns remain. Pupils do not consistently secure important knowledge before moving on, and lesson design and use of time vary, so learning can move too quickly. Some pupils regularly become dysregulated, disrupting learning, and although de-escalation usually works, verbal or physical abuse toward staff and frequent physical restraint continue. Pupils’ knowledge of the intended PSHE curriculum, including online safety, is also less secure. Next steps focus on embedding consistent teaching and behaviour approaches so that learning is retained and restrictive interventions reduce further.
