Cambian Dunbroch School was inspected in March 2026 as an emergency inspection prompted by Department for Education concerns about safeguarding. The independent special school, part of Cambian Childcare Ltd and CareTech, supports pupils aged 11 to 18 with complex social, emotional and mental health needs, with placements commissioned by local authorities. Inspectors found that the school does not meet all of the independent school standards checked during the inspection: Part 8 on leadership and management is not met, and Part 3 on welfare, health and safety is not met. There are clear strengths in day-to-day relationships, care and behaviour support. Leaders have created a calm and nurturing environment where pupils are treated with respect; staff are kind, patient and well trained in safeguarding, and pupils who attend regularly build trusting relationships. Behaviour management, supervision, anti-bullying practice, admissions and attendance work, and health and safety checking systems are generally appropriate. However, leaders have not developed sufficiently robust systems to ensure safeguarding is consistently effective. Information about pupils’ needs, care and health is not always recorded, escalated or acted on, and is not consistently shared with statutory partners or local authority commissioners. Risk assessments and support planning are often generic and do not reflect the full picture, meaning pupils do not consistently get the help needed to stay safe and overcome barriers. The proprietor therefore cannot demonstrate consistent compliance with the independent school standards.
