Sandwell College is a large multi-campus further education college serving nearly 10,000 learners and apprentices, many from disadvantaged areas and diverse backgrounds. Inspectors found a college that has improved since its previous inspection: leaders have a clear new vision, have tackled the main areas for improvement, and have strengthened regional partnerships so the curriculum responds well to local skills needs. Inclusion is a notable strength, with accurate identification of support needs and effective help for learners facing barriers such as mental health difficulties or trauma. Safeguarding standards are met, and learners report feeling safe, supported and part of an inclusive community. The college's education programmes for young people, adult learning, apprenticeships and high-needs provision are all judged to be fulfilling expected standards. Strengths include well-planned, industry-relevant teaching; strong support for learners with high needs; improved apprenticeship provision, particularly in dental nursing, highways maintenance, carpentry and teaching assistant programmes; and good personal development and careers guidance. Leaders have also invested in staff development, governance and a wellbeing strategy. However, achievement on level 3 courses needs attention. Too many level 3 learners do not make enough progress from their starting points, achieve the grades they should, or continue into the second year of two-year courses. Attendance for younger learners still needs improvement, and leaders should make better use of progress data to identify underperformance. Smaller apprenticeship groups such as motor vehicle and early years have lower achievement, some employers miss progress reviews, and adult access-to-higher-education retention has declined. High-needs foundation learners also need a better understanding of controlling or coercive relationships.
