St Helens College is a large general further education college in Merseyside, formed from a 2017 merger and serving learners across five campuses in areas of significant deprivation. Inspectors found a welcoming, inclusive college with safeguarding firmly in place, strong provision for learners with high needs, and effective apprenticeship and adult learning curriculum in many areas. Leaders understand local and regional skills needs and have developed relevant training in rail, green energy and other priority sectors, with good support for disadvantaged learners and those facing financial or personal barriers. The main concerns are concentrated in education programmes for young people and in some adult course outcomes. Too many students leave early or do not achieve, achievement varies too much between courses, and GCSE English and mathematics are weak: teaching is not consistently good, attendance is persistently low, and students often do not improve on their school grades. Leaders’ in-year monitoring of risk is not precise enough to spot and tackle these issues quickly, and adult students also have low attendance, inconsistent careers advice and too little wider development, while a third of apprentices leave before completing. Overall, the college has clear strengths in inclusion, high-needs provision, apprenticeships and much vocational teaching, but it needs to improve young people’s English and mathematics, attendance, retention and achievement, and sharpen leadership oversight to secure better outcomes across all courses.

Strengths

  • Safeguarding arrangements are strong and an open culture is embedded.
  • Provision for learners with high needs is a standout strength, with tailored support and strong outcomes.
  • High-needs students benefit from high-quality careers advice, work experience, volunteering and enrichment.
  • Apprenticeships develop industry-relevant skills and high-standard practical and written work.
  • Apprenticeship achievement has improved over three years and most completers progress to employment.
  • Adult learning teaching is generally strong, with well-qualified and industry-experienced teachers.
  • Leaders collaborate well with stakeholders to meet regional skills needs, including rail and green energy.
  • The college provides highly relevant short upskilling courses using industry-standard low-carbon equipment.
  • Inclusion is a clear strength, with effective support for disadvantaged and vulnerable learners.
  • Students and apprentices feel safe, respected and well supported in inclusive learning environments.
  • Vocational teaching is often effective, using industry experience, demonstrations and useful feedback.
  • Leaders monitor subcontracted provision carefully and learners there achieve well.
  • Staff development and workload initiatives, including AI tools, are well planned.
  • Learners benefit from wider opportunities such as trips, work placements and social action projects.

Areas for Improvement

  • Too many young people leave courses early or do not achieve.
  • Achievement varies significantly across courses and is too low in some areas.
  • GCSE English and mathematics provision is weak, with poor teaching and insufficient progress.
  • Leaders do not have sufficient oversight of progress in GCSE English and mathematics.
  • Attendance is persistently low in GCSE English and mathematics and some vocational lessons.
  • Feedback in English and mathematics is not consistently sufficient to help students improve.
  • Managers’ in-year monitoring of risk lacks precision, so early leavers and non-achievement are not identified quickly enough.
  • Adult achievement varies considerably, with too many learners on longer level 2 and 3 courses leaving early or not achieving.
  • Too many adult students attend infrequently and courses fall below the college’s attendance target.
  • Adult students do not receive a structured wider development programme or consistently high-quality careers advice.
  • Care-experienced students still achieve less well than their peers, although support is improving.
  • A third of apprentices leave before completing their apprenticeship.
  • Careers guidance is limited in a few apprenticeships.
  • Some part-time teachers and support staff do not benefit from the same professional development opportunities.
  • Employer input into curriculum content needs further embedding in a few areas.
  • A few high-needs students make slow progress or regress in English and mathematics, and maths assessment is sometimes inaccurate.
