This was a Department for Education-commissioned material change inspection at Green Heath School, an independent school proposing to move premises and reduce its registered capacity from 45 to 25 pupils. Inspectors concluded that the school is likely to meet the relevant independent school standards if the material changes are implemented. The judgment is limited to the standards checked during this inspection and is not a full compliance judgment about all independent school standards. The report is broadly positive. Leaders have responded effectively to the previous January 2026 material change inspection, where PE provision was found unlikely to meet the standard and leadership compliance could not be determined because the school was not operating. Oversight has been strengthened across safeguarding, health and safety, fire safety, risk assessment and premises compliance. Safeguarding policies and procedures are up to date, risk assessments are comprehensive, and health, safety, fire and first-aid arrangements are appropriate. The proposed premises are suitable, with good toilet and washing facilities, a dedicated medical room, appropriate lighting and acoustics, secure outdoor space, and formal arrangements for PE at a local gym. A key limitation is that there were no pupils on roll at the time of inspection and no educational provision was taking place, so inspectors could not evaluate safeguarding or other arrangements in practice. Nonetheless, the policies, procedures, training, documentation and oversight reviewed provide appropriate assurance that the school is likely to operate safely and meet the standards considered if the material change is approved.
