Gloucestershire College is a large general further education college serving around 6,500 learners across Gloucester, Cheltenham and the Forest of Dean. At its December 2025 inspection it met the expected standard in all five inspected areas, and safeguarding standards were met. Leaders have a clear understanding of provision, strong links with employers and regional stakeholders, and a curriculum that responds well to local skills needs, including construction, digital, engineering and cyber. Inclusion is a clear priority, with care-experienced learners and learners with additional needs supported well. Learners and apprentices generally make good progress, behave well and move on to positive destinations. Practical facilities, work-related learning and employer partnerships help prepare them for work, while adult learners and those with high needs achieve well overall. Governors provide appropriate support and challenge, and leaders are mindful of staff workload and professional development. There are still areas for improvement. Leaders do not consistently use progress and support data to improve services, attendance and achievement in GCSE English and mathematics are weaker, and teaching, assessment and careers guidance are not uniformly strong across all provision types. Apprenticeship achievement is not yet consistently high in every subject, and a small minority of high-needs learners have less detailed targets or gaps in their understanding of British values and radicalisation.

Strengths

  • Proactive engagement with employers, councils and skills boards shapes provision around regional priorities.
  • Investment in construction, digital, engineering and cyber responds well to labour-market demand.
  • Inclusion is a clear priority, with care-experienced learners thriving and additional needs identified quickly.
  • Leaders have an accurate view of provision and monitor subcontracted training closely.
  • Governors provide effective support and challenge and scrutinise leaders' decisions well.
  • Staff workload and wellbeing are considered, with well-planned professional learning.
  • Young learners make swift progress, behave well and move to positive next steps.
  • Practical, workplace-style facilities and relevant work experience build employability and independence.
  • Adult learners achieve well, including high merit and distinction grades for access to HE learners.
  • Apprentices develop substantial theoretical and practical skills in safe, respectful environments.
  • Learners with high needs mostly meet or exceed their EHC plan targets and progress to community provision, volunteering or employment.
  • Safeguarding is met, with learners and apprentices feeling safe and knowing how to raise concerns.

Areas for Improvement

  • Leaders do not consistently analyse progress and support data to drive improvement across all services.
  • Attendance at GCSE English and mathematics sessions is lower, and the proportion achieving grade 4 or above is low.
  • A few adult learning teachers allocate too little practice time or do not break activities into manageable steps.
  • Some adult learners and a small minority of apprentices lack awareness of the full range of progression and employment opportunities.
  • Apprenticeship achievement is not yet consistently high across all subjects.
  • In construction and cyber security, staff do not always check apprentices' understanding before moving on.
  • For a small minority of high-needs learners, targets lack detail, making progress tracking harder.
  • Some supported internship learners are unclear how to apply English and mathematics skills.
  • A few high-needs learners cannot recall information about keeping safe from radicalisation and extremism.
  • Careers guidance is not of consistently high quality for apprentices and adult learners on all programmes.
  • Teaching of British values and radicalisation is not consistently revisited and reinforced for all learners.
  • Further training is needed so that teaching is consistently high quality across all types of provision.
