Safeguarding is not met: leaders have not created an open and positive culture of safeguarding, record-keeping is weak and disorganised, and external advice is not sought when needed, putting pupils at significant risk of harm. Safeguarding training for the proprietor body, including safer recruitment, is not up to date. Inclusion requires urgent improvement. Pupils with more complex needs do not have their wellbeing needs met effectively, support staff are not equipped with the necessary training, and the school's work with external agencies is limited. The proprietor has also failed to maintain an up-to-date accessibility plan for nine years, and the early years provision does not follow the statutory EYFS learning and development requirements. Despite these significant failings, pupils do not currently experience direct daily harm, but the school's capacity to improve without external support is limited.
