Silverdale is a small foundation special school for pupils aged 3–16, all of whom have education, health and care plans and social, emotional and mental health needs. Since the previous inspection, when the school was judged good, provision has declined significantly. The inspection found serious weaknesses across the quality of education, behaviour and attitudes, personal development, and leadership and management, and the school has been placed in special measures because it is failing to provide an acceptable standard of education. Pupils’ safety is the central concern. Behaviour is not managed consistently, derogatory language and poor behaviour are commonplace, and some pupils do not feel safe or trust the school to act on their concerns. Safeguarding arrangements are ineffective: oversight of pupils’ whereabouts is weak, class closures expose vulnerable pupils to risk, and checks, training and policies had gaps, some of which were resolved during the inspection. Attendance is low and systems are inadequate; classes close when staff are absent and pupils receive no remote learning. Curriculum and personal development are also weak. Expectations are low, lessons are disconnected, basic skills teaching lacks structure, and secondary pupils cannot study some subjects they want. PHSE is often cancelled and RE is narrow, although there are positive features: some subjects such as art and design are well designed, relationships between pupils and staff are often positive, and older pupils access enrichment, careers advice and knife-crime workshops. Governance and leadership lack capacity and have not provided effective support or challenge, and staff do not feel well supported.

Exclusion figures dropped in 2020 and 2021 because of school closures.

Source: Department for Education, School workforce in England. Each year is the one the school year ends in (2025 is 2024/25). Pupils per teacher counts full-time-equivalent pupils and teachers. Turnover is the share of a year's teachers (full-time equivalent) who were not at the school the following year, whether they moved to another school or left state-funded teaching. Turnover and sickness figures run one year behind the ratios. Sick leave is the share of teachers who took at least one day in the year, so it swings widely at small schools, where a few teachers can make it 0% or 100%. The national figures are for all state schools of the same type.
