Talmud Torah Chinuch Norim School

Talmud Torah Chinuch Norim School is currently not meeting several independent school standards, particularly in the areas of curriculum and pupils' spiritual, moral, social, and cultural development. While the school has developed a suitable curriculum policy and schemes of work for younger pupils, key stage 3 remains underdeveloped, and the school has not taken substantial action to improve the relationships and sex education (RSE) curriculum. This has left pupils, especially those of secondary age, unprepared for modern societal life, as they are not learning about all protected characteristics as defined by the Equality Act 2010.

Strengths

• The school has a suitable curriculum policy in place.
• There is increased clarity in schemes of work for key stages 1 and 2.
• Adequate safeguarding systems are established, with trained staff to support pupils.

Areas for Improvement

• Schemes of work for key stage 3 subjects are significantly underdeveloped.
• Training programs for staff to understand curriculum expectations have not been consistently delivered.
• There is a lack of appropriate relationships and sex education for secondary-age pupils.
• Pupils are not adequately prepared for life in modern Britain due to limited understanding of diversity.

In 2025–26, 10.1% of pupils at Talmud Torah Chinuch Norim School were on SEN support (nationally 18.4%) and 0.3% had an education, health and care (EHC) plan (nationally 7.9%).
